9 Baseball Coaches
Association
BY-LAWS
ARTICLE I
President
Section
1. The President shall preside at all
meetings of the Association.
Section
2. The President may appoint committees as
necessary.
Section
3. The President shall have no vote except
on issues where votes are equally divided, in the
election of officers and for
issues regarding his school.
Section
4. The outgoing President shall preside
over his last meeting at the All District Team Meeting with
the passing of his
duties to the incoming President to close the meeting.
ARTICLE
II
Vice-President
Section
1. The Vice-President shall preside at all
meetings in the event of the President’s absence or
inability to act, and shall
become the President in the event of the President not being able to
fulfill
his
term.
Section
2. The Vice-President shall assume the duties
of President after the closing of the All District Team
Meeting.
ARTICLE
III
Secretary
Section
1. The Secretary shall keep the records of
the proceedings of the Association and of the Officers
meetings.
Section
2. The Secretary shall be responsible for the
publication of the Membership Directory with its’
distribution
after the January
meeting.
Section
3. The Secretary shall be responsible for
taking attendance at all meetings.
Section
4. The Secretary shall be responsible for
media coverage of the District 9 All District Teams and the
All
Star Game.
ARTICLE
IV
Treasurer
Section
1. The Treasurer shall receive and have
charge of all fees and dues, and shall pay the current
expenses
from money so
received. He must have approval of the Officers to pay any expenditure
over
one-hundred
dollars ($100).
Section
2. The Treasurer shall be responsible for
the collection of membership dues at all meetings and the
recording
of
membership information.
Section
3. The Treasurer shall be responsible for
giving a complete financial report at each meeting.
ARTICLE
V
Recommended
Association Meetings
Section
1. January Meeting where the Association
will conduct a business meeting and collect dues. A
guest
speaker will be
invited to give a presentation.
Section
2. All District Team Meeting: The officers
may make any necessary changes in the procedure used
for
the selection of the District
9 All District Team. Any procedural changes shall be outlined in a
mailing
to
the membership prior to the meeting. The recommended date is to be in
mid-May.
Election of officers
shall
take place at this meeting and any outgoing officer
shall be recognized.
Section
3. All Star Game: The President may appoint
a chairman for the All Star Game. The Chairmen shall
be
responsible for a
committee to see that the All Star Game is organized.
ARTICLE
VI
Recommended
Awards
Section
1. District Players of the Year selections shall
be awarded a plaque, with All District Team members
to be
awarded a certificate
honoring their selection.
Section
2. Coach of the Year plaques shall be
awarded in the four divisions.
Section
3. Certificates shall be awarded to Coaches
for every five (5) consecutive years of membership in
the
Association. Coaches
should make the information available when submitting
information upon
arrival
at the January Meeting. Awards will be presented
at the
All District Team Meeting in May.

AND PROCEDURES
ARTICLE
I
January
Meeting
Section
1. The Officers shall meet prior to the
meeting of the full membership.
Section
2. The District 9 BCA shall conduct a
business meeting.
a)
State recognition for wins and years of service
shall be awarded.
b)
Dues shall be collected for the current school
year and attendance taken by the Secretary and Treasurer.
c) The
Secretary shall report on the upcoming All
District Team Meeting and the All Star Game.
d)
Guidelines for State Poll voting and All State
voting will be explained and any District 9 members shall be
introduced.
e) A
guest speaker shall give a presentation to the
Association.
ARTICLE
II
All
Area Team Meeting
Section
1. The recommended date for the All District
Team Meeting shall be on a Sunday in mid-May.
a) The
Vice-President shall serve as co-chairman
with the President for this meeting.
b) The
selection procedure shall be mailed to association
members prior to the meeting.
c)
Members’ dues must have been received by April 1
to nominate a player or coach for the All District
Team.
d)
Only members present at the meeting may nominate
a player or a coach.
e)
Players and coaches of non-member schools are
not eligible for nomination.
f) If
a paid member cannot be present, his designee
who is not an active member, may nominate players or
coaches
for recognition.
His designee shall have the right to one (1) vote on each All District
Team
selections
as
all other active members providing the President has been previously
notified.
Section
2. Nomination Procedures
a)
Players shall be nominated on the nomination
form with statistics given prior to the beginning of the
meeting;
verbal player nominations
will not be accepted.
b)
Coaches may nominate as many players as they
feel are deserving of All District Honors. Players are
nominated
regardless of
positions played.
c)
Voting sheets shall be prepared prior to the
meeting. All four divisions will vote separately for the purpose
of
selecting
All District players and coaches. In Divisions I, II, III there will be

First Team All District
selections
regardless of positions played. Division IV
will select 12 First Team All District players. The
Player
of the Year Award
will go to the players with the highest point totals in their
respective
divisions
during
the vote for first team.. There will be a Coach of the Year
selected from each voting division.
d)
After the business meeting, ballot sheets shall
be distributed. The President shall appoint an individual to
chair
each meeting.
e)
Player’s statistics shall be reviewed for
corrections and players may be briefly talked about by their
nominating
coach. Once all nominees
have been reviewed the vote shall be taken. Voting for Second
Team
All District
will then follow the same procedures
Section
3. Voting Procedures
a)
Coaches shall vote by listing the top 10 players
with the best listed first regardless of position. The first
player
listed
shall be awarded 10 points, the second player 9 points, the third
player 8
points, etc. The
voting
for Division IV will be based on listing 12 players and
the points awarded will be adjusted similarly.
b)
Ties shall be voted a second time using the
point system dependent upon the number of players tied.
This
shall continue
until the tie is broken or all players tie a second time, at which time
all
tied players
shall
be listed for that position.
c)
Players will be recognized for All Area from the
balloting as:
1st
Team – the top 10 point totals
during voting for 1st Team.
2nd
Team – the top 10 point totals during voting for 2nd Team.
Honorable
Mention – each coach can place one player
on the HM Team.
All
ties for Honorable Mention shall
remain and be listed as such.
d)
Only senior players on the D9BCA District 1st
Team and those seniors earning Honorable Mention are
eligible
to participate in
the All Star Game.
Section
4. Player of the Year
a) Top
vote getters in each division shall be
declared Player of the Year with ties voted off one time and if
the
tie still
exists, those tied shall be declared Co-Players of the Year.
Section
5. Coach of the Year
a)
Automatic nominations shall be League
Championship coaches who qualify, while other deserving
nominations
may be made
from the floor within each divisional voting.
b)
Votes shall be cast for one (1) Coach of the
Year with ties voted off one time and if the tie still exists,
those
tied shall
be declared Co-Coaches of the Year.
c) The
Coaches of the Year shall be the Head
Coaches or Co-Head Coaches of the All Star Game with the
two
(2) assistant
coaches being selected from the next highest vote total from each
divisional
meeting. If
a
coach declines a coaching position, the Head Coach may chose
another coach from those active
members
in attendance at the meeting.
Section
6. All District Team Awards
a)
Each player earning recognition on the D9BCA All
District Team shall be awarded a certificate.
b)
Each Player of the Year shall receive a plaque.
d)
Each Coach of the Year shall receive a plaque.
Section
7. Other
a)
Players shall furnish their own pants for the
game, shirts will be supplied.
b)
Catchers shall bring their own catcher’s gear.
c)
Players shall furnish their own bats.
d)
Head coaches shall furnish their team’s batting
helmets for use during All Star Game.
ARTICLE
V
All
Star Game
Section
1. The President may appoint a chairman for
the All Star Game to oversee the following:
a)
Coordinate with the President the ordering of
plaques and certificates
b)
Securing a game field
c)
Secure field workers, announcer, scoreboard
operator, scorekeeper & scorebook, ball boys, clean up
crew,
ticket taker
and other game help
d)
Secure 4 umpires and the ordering of their
plaques
e)
Coordinate with the Secretary producing the All
Star Game Program
Section
2. The recommended date for the All Star
Game shall be a double header and on the Saturday of
the
OHSAA Regional
Tournament.
a) The
two teams shall be balanced as much as
possible with an North team comprised
of seniors whose
home
schools are north
of State Route 224 and a South team of seniors whose home schools are
south
of
State Route 224.
b) The
game shall be governed by OHSAA Rules with
the exception of being 9 innings.
c) The
North team shall take infield practice 45 minutes
prior to game time and the South team shall take
infield
20 minutes later.
d) The
field shall be cleared and prepared for the
introductions 5 minutes prior to game time.
e) All
players and coaches shall be introduced.
f) The
umpires shall be introduced.
g)
Coaches should pick up any player awards for
those players not in attendance.
h) The
Secretary shall report the game summary to
the media.
